12. Team K’s scrimmage kick crosses the neutral zone and is caught by deep receiver R29 at his 18 yard line. R29, who doesn’t hear the whistle and is unaware that short receiver R38 has given a valid fair catch signal, carries the ball a few yards before going out of bounds. (a) No foul as R29 was unaware of his teammate’s signal.
(b) Dead ball foul: Team R’s ball, first down and 15 at the R13.
(c) R38’s signal is illegal since he did not catch the ball after signaling.
(d) It would have been legal for R29 to block after R38’s signal.
(e) Dead ball foul: Team R’s ball, first down and 10 at its 13 yard line.

Yes and No. Yes, as that's the rule. No when you incorporate RULE 11, which is Common Sense. A louder whistle and verbal command most times will substitute for useless flag. Communicate, keep the flow going.

Don, Ish is correct in using the common sense rule.
The answer for this question is d & e.
The fair catch signal is a team commitment not to advance the ball, but only the signaler is prohibited from blocking. Team R has the ballfirst and 10 because the foul is between series,
